Is LottoStar legit? The direct answer
Yes, LottoStar is a legitimate, licensed South African operator. LottoStar (Pty) Ltd holds bookmaker's licence no. 9-2-1-09467 from the Mpumalanga Economic Regulator (MER), and every game it offers is structured as a fixed-odds betting event. A 2021 High Court ruling stopped it from taking bets on lottery outcomes, and LottoStar now describes its Lotteries as its own draws.
Legitimate does not mean risk-free. Below we set out the company details, how to check the licence yourself, how the legal model works, what the court decided and which red flags to watch for. Our trust and licensing score is 4.0 / 5, part of the overall 4.3 in our full LottoStar review.

The LottoStar licence and how to verify it
In South Africa, gambling is licensed provincially. LottoStar's licence comes from the MER, the regulator for Mpumalanga, and it is a bookmaker's licence, the same category used for fixed-odds and sports betting. Never take a licence number on trust, whether it is quoted by an operator or a review site like ours. Checking takes a few minutes.
- Note the licence number. LottoStar states its number as 9-2-1-09467.
- Call the regulator. Phone the Mpumalanga Economic Regulator on 013 750-8000 and ask them to confirm the licence holder and status.
- Find the number independently. If in doubt, look up the Mpumalanga Economic Regulator's official contact details yourself rather than trusting a number on a third-party page.
- Match the details. Make sure the company name and registration number on the site you are using match LottoStar (Pty) Ltd, 2007/011071/07.
Is LottoStar legal in South Africa? The fixed-odds model
South African law treats online gambling unevenly. Online casino gambling as such is not legal in South Africa, but fixed-odds betting through a licensed bookmaker is. That distinction is the key to understanding LottoStar.
LottoStar structures every game, including its slots, live games, scratchcards and crash titles, as a fixed-odds betting event. That is how its catalogue fits under a bookmaker's licence rather than a casino licence. Gambling law is set nationally and provincially and can change, so it is worth keeping an eye on future developments that could affect how these games are offered.
The 2021 Mbombela High Court judgment
On 31 August 2021, the High Court in Mbombela, Mpumalanga, ruled in a case brought by the National Lotteries Commission (NLC) and national lottery operator Ithuba. The court declared LottoStar's betting on the outcome of lottery draws unlawful under section 57 of the Lotteries Act 57 of 1997, and interdicted it from offering bets on the outcome of any lottery.
LottoStar said at the time that it would appeal. We searched for a public record of the appeal's outcome and did not find one, so we cannot say how it ended. If that changes, we will update this page.
What we can say is how LottoStar presents its products today. It describes its Lotteries as its own exclusive, uniquely designed draws, "not traditional lotteries", with instant payouts, and it continues to operate under its MER bookmaker's licence. Our guide to LottoStar Lotteries and Slotteries explains how those draws work.
Payments, FICA and account security
Several features of LottoStar's payment setup point to a conventional, regulated business. Payouts come from an FNB account, withdrawals go through mainstream South African banking channels, and FICA verification is mandatory for withdrawals over R25,000. Players must supply an ID document, recent proof of address and bank statements or a bank confirmation letter.
Your own habits matter just as much. Always type the address yourself or use a trusted bookmark, never share OTPs or voucher PINs, and use a password you do not use anywhere else. The full payout process is covered in our LottoStar withdrawal guide, and funding options are in the deposit methods guide.

Red flags: fake LottoStar sites, APKs and predictor apps
Popular brands attract imitators. The risks below come from third parties, not from LottoStar itself, but they are the most common way players lose money or personal data.
- Clone sites. Look-alike domains copy the LottoStar design to harvest logins and card details. Check the address carefully and confirm the licence number and company details match.
- Unofficial APK files. We could not confirm a native LottoStar app in Google Play or the App Store; LottoStar runs in your phone's browser. Downloading an APK from a forum, WhatsApp group or pop-up can install malware. Our LottoStar mobile guide shows the safe way to play on your phone.
- "Predictor" apps and signals. Tools claiming to predict Aviator rounds, slot wins or draw results do not work, because outcomes are not predictable. Many exist only to collect fees or account access.
- Agents asking for your login or PINs. No genuine support agent needs your password, OTP or voucher PIN.
Our verdict on LottoStar's legitimacy

- Registered South African company with a physical address
- FICA checks and mainstream bank payout channels
- Cooling-off, self-exclusion and a self-assessment quiz
- 24/7 support by chat, email and phone
Watch out for
- 2021 court interdict on betting on lottery outcomes, appeal outcome not publicly found

- Payout and winner figures are the operator's own claims
- Clone sites and fake apps target its players
